Over the next few weeks, we should work to make an archive or something similar for old forum topics here. Only copy the important ones over though and we can leave the old forum as is for historical purposes.

TeMing: I think you might need to copy the whole post into here as some of the people might not have access to posts in the old forum

Parliamentary Protocol:

Parliamentary protocol

Each party in the parliament can elect a floor leader from its congress members. Floor leaders have special rights as outlined below.

There are 3 priority levels for proposals:

- Normal: First a discussion topic has to be opened in the Congress and Government section. Once it’s up for 24 hours at least the proposer can move on to start the actual poll in the Voting Room. The poll has to be up for at least 24 hours there but a longer time frame can be set, too. The proposal can be submitted in-game only after the poll finishes. Can be started by congress members, floor leaders, senators, ministers and the president.

- Urgent: The poll in the Voting Room can be started at the same time as the discussion topic in the Congress and Government section. The poll has to run for 24 hours. The proposal can be submitted in-game only after the poll finishes. Can be started by floor leaders, ministers and the president.

- Emergency: The in-game proposal, the poll in the Voting Room and the discussion topic in the Congress and Government section can all be started at the same time. Can be started only by the ministers and the president. The in-game proposal can be submitted by any congress member at their request though.

+
(- Exceptions: Donations from the treasury to The Central bank of Malaysia can be proposed in game right away by any congress member. The only requirement is that you should link the following topic as debate area if possible:
http://erepublik.forumotion.net/congress-main-hall-f15/topic-for-donations-from-treasury-t209.htm )

If the proposal is not identical to an in-game proposal then when the poll closes the final decision is considered to be made. If it's an in-game proposal as well then the proposal should be submitted in-game if it was accepted on the forums once the poll closes. Congress members can submit such proposals in-game as well even if it was voted down on the poll but it is mandatory to link the failed poll as debate area.

If an issue is confidential both the discussion and the voting procedure should be conducted in the Secret Lobby.

Finished polls will be locked by admins/mods and moved to a separate archive. Discussion topics idle for more than a month can also be locked and moved to an archive after a while.

Proposals should be submitted containing a header in the following format:

---

Name/type: (few words)
Proposer: Private/Party/Government*
Priority: Normal/Urgent/Emergency
Starting time: eRepublik time + date
Length: number of hours the discussion runs before the poll is submitted/number of hours the poll runs
Link to discussion topic: link (when the proposal is already in the Voting Room)
Link to in-game proposal: link (in case of emergency proposals)

Proposal:
text

---

For an actual example you can check these:

http://erepublik.forumotion.net/congress-main-hall-f15/tax-reform-t724.htm - normal procedure, discussion phase
http://erepublik.forumotion.net/voting-room-f24/tax-reform-t731.htm - normal procedure, voting phase

http://erepublik.forumotion.net/voting-archive-f32/issuing-40k-myr-t594.htm - emergency procedure

---

(Formalities like a precise header are not that important, just please submit your planned proposals for discussion and then for polling here on the forums before submitting it in game.)

Greetings!

Welcome to eMalaysia [name of applicant]! Before we can grant you citizenship we would like to learn more about you. Please answer as honestly as you can, and keep in mind that your answers won’t be used against you.

First of all we would like to know how active you are, i.e. how many times per week do you log on to eRepublik? We would also like to know if you intend to become active on the eMalaysian forum and IRC channel. It is important to us that our citizens enjoy the country as much as possible, but it is also important that they benefit eMalaysia, so we need to ask if you know how to work at maximum productivity?

A short background story of your elife is also needed. (Things like past countries of residence, your involvement in possible political takeovers, resistance wars etc.)

We value our citizens and we hope our citizens value the government and all the people involved in making their stay in eMalaysia better. That is why we would like to know why you have chosen our country, what your primary reason for applying for citizenship is, and how long you intend to stay here.

Your patience and cooperation is greatly appreciated. Thank you.
Sincerely yours
[title], [name] /alternatively/ Immigration Office of Malaysia
